Consolidated cities are a unit of government for which the functions of an incorporated place and its county or MCD have merged. The legal aspects of this action may result in both the primary incorporated place and the county or MCD continuing to exist as legal entities, even though the county or MCD performs few or no governmental functions. Where one or more other incorporated places within the consolidated government continue to function as separate governmental units, the primary incorporated place is referred to as a "consolidated city." There are six consolidated cities with Census 2010 populations of 50,000 or more. The population of the entire consolidated city is shown in the table. The 2010 populations of the "balance" of the consolidated city -- the consolidated city minus the semi-independent incorporated places located within the consolidated city -- are as follows: Milford city (balance), CT (51,271); Athens-Clarke County unified government (balance), GA (115,452); Augusta-Richmond County consolidated government (balance), GA (195,844); Indianapolis city (balance), IN (820,445); Louisville/Jefferson County metro government (balance), KY (597,337); Nashville-Davidson metropolitan government (balance), TN (601,222). Louisville city and Jefferson County, Kentucky, formed a consolidated government after Census 2000. The 2000 population for the incorporated place of Louisville city is before consolidation.
