What:  Census Bureau Director C. Louis Kincannon will be available for
       telephone interviews on the U.S. Census Bureau's 2004 budget, which 
       is part of the President's 2004 government-wide budget submission.

When:  Monday, Feb. 3, 2003, between 2:30 p.m. and 4:30 p.m. EST
