A lifelong member of the Los Angeles community, Mr. Alvarado was raised in
East Los Angeles and in 1974 distinguished himself by earning a Bachelor
of Arts degree from Yale University in Political Science with an emphasis
in public policy and administration. In 1978 Mr. Alvarado earned a Juris
Doctor from the Stanford Law School where he was a Goldwyn Fellow focusing
his studies on general business, commercial and corporate law.
Mr. Alvarado has had an outstanding legal career having served as a Clerk
on the California Court of Appeals and as an Assistant Field Representative
to a United States Congressman. He has served as a staff attorney for the
U.S. Small Business Administration handling a large civil and bankruptcy
litigation portfolio. For eleven years, Mr. Alvarado served as District Counsel
and managed the SBA's largest Legal Division in the country in Los Angeles
where he received national recognition as well as numerous performance awards
and commendations.
As District Director of SBA's largest volume office in the country Mr. Alvarado
is responsible for the delivery of SBA programs to over 11 million people
in Los Angeles, Santa Barbara, and Ventura counties. Accordingly, his duties
include the directing of 47 employees, overseeing a total loan portfolio
producing yearly financing of $959 million to 2,964 businesses, generating
annual contract procurements of $500 million, administering five Small Business
Development Centers and coordinating six chapters of the Service Corps of
Retired Executives (SCORE).
During the past three fiscal years the SBA's Los Angeles District Office,
through its many economic development initiatives, was responsible for the
creation and/or retention of 59,748 jobs in its service area. The office
ranked "No. 1" in the country in lending nearly $2.4 billion to
approximately 7,323 area businesses and importantly was also "first-in-the-nation"
in lending over $1.1 billion to more than 3,840 minority entrepreneurs and
$459 million to 1,623 women-owned firms. He is recognized as an expert in
this field, has been involved in various community and civic affairs, primarily
focusing on providing access to capital to the area's small business community.
Mr. Alvarado is also a recipient of the Presidential Rank Award for his commitment
to small business development.
Local and national business leaders have commented enthusiastically about
Mr. Alvarado's management capabilities noting that his broad management skills,
experience in complex business and legal matters and familiarity with local
issues make him uniquely qualified to serve with the small business constituency
throughout the Los Angeles community. District Director Alvarado has positioned
the Los Angeles SBA office to make major contributions to the economic development
of Southern California, particularly Los Angeles' small, minority and women-owned
business communities.
Mr. Alvarado resides in South Pasadena with his wife Linda and their 14 year
old son, Albert Jr.
