STRATEGY TWO: KEEP IT SIMPLE

We also have learned from our testing and research that repeated contacts and reminders pay big dividends in response. So for Census 2000, we will implement a multiple mail contact strategy. The first contact with each address will be a letter that alerts the recipient to the census and its benefits. A few days later, a census questionnaire will arrive, noting that "your response is required by law." Shortly thereafter, a postcard will arrive thanking those who have participated and reminding others to do so. Finally, another questionnaire will be sent out, with a final message encouraging nonrespondents to reply.
