Gay, Lesbian or Bisexual Employees (GLOBE) Month

The Department of Commerce, Gay, Lesbian or Bisexual Employees (GLOBE) organized the first Department-wide GLOBE Awareness Month in June 1995. Although GLOBE has not been nationally recognized with a current Presidential Proclamation nor Public Law, the Census Bureau recognizes GLOBE as a means of eliminating prejudice and discrimination at the Bureau and ensuring there is no disparate treatment based on one’s sexual orientation. Gay and lesbian Americans serve as public servants, scientists, athletes, artists, educators, administrators, statisticians, mathematicians, researchers, etc., and thus, make significant contributions to the Census Bureau, the Department of Commerce, and this Nation.

Since the passing of the Civil Service Reform Act of 1978, discriminatory personnel actions or practices based on sexual orientation (a non-merit factor) have been illegal in the Federal government. Passage of the law has not necessarily stopped the practice from occurring, so as as result, there has been a need to continually ensure that the law is being fully implemented.

Considerable and substantive progress has been made within the Federal government in taking positive steps to make their workplace environments less hostile towards and more inclusive of GLOBE employees. Potential Equal Employment Opportunity (EEO) concerns and issues for GLOBE employees may include:

  • not being hired or promoted based on their known (or perceived) sexual orientation,
  • denied training or other networking opportunities,
  • receiving biased performance reviews,
  • actual or fear of rejection by fellow employees, or even physical violence,
  • subjection to anti-gay jokes or remarks

These concerns on personnel practices, rather real or perceived, exist. Unfriendly and even hostile work environments affect GLOBE employees’ sense of safety and morale, and thus, impact on individual productivity, as well as, organizational effectiveness.
