What is the purpose of this evaluation?

The purpose of this evaluation is to determine if the data are reportable and meet Census Bureau standards for collection and publication. Based on evaluation results, a decision will be made as to the suitability of collecting these data on an ongoing basis beginning in 2003.


Is this survey authorized by law?

The U.S. Census Bureau is conducting this evaluation under the authority of Title 13 United States Code, Section 182.


Will responses to the survey be kept confidential?

All the information the Census Bureau collects for this survey is confidential by law (Title 13, Section 9 of the U.S. Code). It may be seen only by persons sworn to uphold the confidentiality of Census Bureau information and used only for statistical purposes from which no firm may be identified. The law also prohibits the sharing of individual firm data with other agencies, exempts the information provided from requests made under the Freedom of Information Act, and ensures that copies of firm responses are immune from legal process. In addition, Section 214 of Title 13 imposes severe criminal sanctions on any Census Bureau employee violating these provisions.


Is participation required?

The survey is voluntary.


What is the purpose of this survey and who will use the data?

The goal of the survey is to measure the nature and extent of computer-related crime against businesses. It will be used to obtain information on the frequency and types of computer crime, the cost of computer security, and the economic losses sustained as a result of computer crime. Legislators and policymakers of all levels of government in addition to criminal justice administrators, practitioners, and the general public will make use of the information that is collected.
