MANUFACTURING ENERGY CONSUMPTION SURVEY

PURPOSE

The Manufacturing Energy Consumption Survey (MECS) is the Energy Information Administration's (EIA's) survey of energy use and related activities by U.S. manufacturers. The survey is administered and compiled by the Census Bureau.

º The EIA provides full survey funding, directs design, and publishes data products. EIA laws provide for mandatory survey data collection.

º The Census Bureau provides statistical expertise and resources, collects and processes data, and prepares summary tabulations. Census Bureau law protects the confidentiality of individual reports.

SCOPE

MECS estimates cover all manufacturing establishments with paid employees. MECS collects data on energy consumption and usage patterns, and measures short-term capability to substitute fuels in place of those usually consumed. Starting in 1991, data also include byproduct fuels produced onsite, and energy consumption by end use and various technologies. Surveys were conducted for calendar years 1994, 1991, 1988, and 1985. The next MECS is tentatively scheduled to cover the year 1998.

METHODS

A mail-out/mail-back survey of establishments selected from the Census of Manufactures or Annual Survey of Manufactures. Establishments for the most energy intensive industries are selected with certainty. Establishments in other industries are stratified by industry and geographic location, and selected with probabilities proportional to total energy costs. Selected establishments receive one of three industry-based forms--one for petroleum refiners; one for primary chemical, paper, primary metal, and wood product producers; and one for all other manufacturers. The sample is updated before each survey to account for business births and deaths since the prior sample.

º Manufacturing Energy Consumption Survey, (1994), providing the preliminary estimates for U.S. manufacturing total inputs of energy for heat, power, and electricity generation.

º Manufacturing Consumption of Energy, (1991), providing national estimates of energy consumption in forty 2 digit SIC manufacturing industries, and of manufacturer's fuel-switching capabilities.

º Changes in Energy Intensity in the Manufacturing Sector (1985-1994), combining data from MECS and the Annual Survey of Manufactures, and providing estimates of changes in energy intensity by industry since 1980.

MECS data, and related data from annual surveys of manufactures and quinquennial censuses of manufactures, are also available in a longitudinal research database at the Census Bureau's Center for Economic Studies.
