Goods The 1995 unadjusted Census Basis goods data was revised to eliminate "carry over" (that portion of the monthly statistics that arrives too late for inclusion in the transaction month) and to include errata (corrections to the published monthly data). Once these corrections were completed, factors for seasonal and working-day adjustments were recomputed, and the seasonally adjusted data were revised for 1993, 1994 and 1995. New deflators were computed and data were revised for 1993, 1994, and 1995 constant dollars. The values for capital goods and total trade for both imports and exports were substantially revised due to a change in the methodology for determining the deflator for semiconductors. This change, developed by the Bureau of Economic Analysis, better reflects the impact of technological improvements and the changes in the price of semiconductors. Services The services estimates were revised to incorporate updated source data and improved coverage of transactions for 1992-1995. Revisions to the other private services accounts for 1992-95 were sizable, largely reflecting the introduction of survey-based results for a major subcomponent - - financial services. The new financial services estimates of transactions with unaffiliated foreigners abroad lower both receipts and payments from estimates previously published. The survey-based results expand coverage of financial services transactions, improve measurement of previously covered financial services, and permit the elimination of duplicate coverage in the international accounts. Revisions to the travel and passenger fare accounts were sizable for 1994-1995, reflecting significant revisions to underlying source data. Other accounts were revised based upon updated quarterly and annual survey data.
