The Bureau of the Census and the Bureau of Economic Analysis issued today the U.S. International Trade in Goods and Services 1995 Annual Revisions. Goods For 1995, unadjusted Census basis goods data were revised to eliminate "carry-over" (that portion of the monthly statistics that arrives too late for inclusion in the transaction month) and to include errata (corrections to the published monthly data). For 1994-96, the seasonally adjusted data were revised based upon recomputed factors for seasonal and working day adjustments. New deflators were computed and data in constant dollars were revised for 1994-96. The values for capital goods and total trade for both imports and exports were substantially revised due to a change in the methodology for determining the deflator for semiconductors. The new deflators, based on deflators prepared by the Bureau of Labor Statistics and the Bureau of Economic Analysis, better reflect the quality-adjusted prices of semiconductors. Services The services estimates were revised to incorporate updated source data and improved coverage of transactions for 1992-95 and the first quarter of 1996. Revisions to the other private services accounts for 1992-95 and the first quarter of 1996 were sizable, largely reflecting the introduction of survey-based results for a major subcomponent - - financial services transactions with unaffiliated foreigners. The new estimates lower both receipts and payments from the estimates previously published. The survey-based results expand coverage of financial services transactions, improve measurement of previously covered financial services, and permit the elimination of duplication. Revisions to the travel and passenger fare accounts were sizable for 1994-95, reflecting significant revisions to underlying source data.
