 Shipments to International Waters

On December 3, 2008 the U.S. Census Bureau published FTR Letter No. 3 
regarding the filing requirements for shipments to International Waters. 

This letter clarifies the Foreign Trade Regulations' (FTR) requirement 
for the filing of Electronic Export Information (EEI) through the 
Automated Export System (AES) for shipments to International Waters.
