The memorandum included in this administrative message was mailed to 
the vendor community last week. The purpose of this notice is to 
inform all automated trade participants of upcoming changes that will 
be occurring at the CBP data center. These changes will have a 
direct impact on all companies that dial-in to CBP using the 800 
and local rotaries. 
AES participants are advised to contact their software providers 
for information pertaining to their VPN status with the data center.

SUBJECT: Changes to 800 Dial-up Service

Please be advised that U.S. Customs and Border Protection (CBP) will 
be implementing a new infrastructure that will replace the existing 
800 dial-up service that currently supports the trade’s interface to 
the Automated Commercial System (ACS) and Automated Export System 
(AES). The upgrade of this mission critical interface is 
necessitated by the rapidly changing nature of the telecommunications 
industry. As a result, CBP needs to replace the existing IBM SNA 
(LU6.2/RJE) architecture with a low cost solution that utilizes 
today's technology. This new technology is known as the Trade 
Virtual Private Network (VPN) Solution.
The Trade VPN infrastructure is in place and is available for 
participation by Vendors and self-programmers. Effective 
immediately, VPN is being offered to all automated trading partners. 
Effective one hundred and twenty (120) days from the date of this 
letter no new requests for RJE and LU6.2 will be granted. During 
the 120-day grace period, requests for RJE and LU6.2 will be accepted, 
however, these new RJE/LU6.2 connections will ultimately be subject to 
conversion at a later date.
CBP will we intend to embark on an begin the effort to convert all 
existing RJE and LU62 connections to the Trade VPN solution 120 days 
from this letter. The scope of this conversion is estimated to 
conclude eighteen (18) months from the date of this letter. The Trade 
would will have the option to implement one of five methods of 
communicating to CBP. The methods are: (1) Cisco VPN/MQ Series 
Solution via a client provisioned Internet Service Provider (ISP) 
connection, (2) Sprint Frame Relay/MQSeries Solution, (3) Service 
Center, (4) VAN (value-added network), (5) VPN via toll free dial-up 
where an ISP is not accessible. 
As of this time, no dates have been assigned to this effort to the 
ultimate retirement of the existing Trade toll-free dial infrastructure. 
Until the conversion effort begins and a definitive date is determined 
for concluding the conversion of RJE and LU6.2, existing RJE and LU6.2 
connections will continue to be supported and maintained.
Vendors and self-programmers are encouraged to reference the CBP website 
at www.cbp.gov for specific details.
