AES Commodity Redesign
Frequently Asked Questions

Contents:

When is the AES Education Region available for testing?
The education region is currently open for testing.
If I create a shipment prior to redesign and need to change, replace, or cancel the shipment after redesign, will the system allow for the shipment with the old format to be changed, replaced, or cenceled?
Yes, but if you make a change, replace, or cancel, it must be submitted in the NEW format.
What do the response messages mean?
Common Response Messages and Solutions (Word File 33KB)
Complete List of Response Messages and Solutions (Customs and Border Protection Website, Word File)

What are the response code types and what do they mean?
  • FATAL - Shipment has NOT been accepted.
  • VERIFY - Shipment is accepted, please verify shipment information.
  • INFORMATIONAL - Shipment is accepted, please note information provided.
  • COMPLIANCE - Shipment is accepted, a violation has likely occured with the filing.
  • WARNINGS - Shipment is accepted, please update shipment within four days of departure.

How should a hand-carried, OFAC licensed shipment be filed?
Filers should report hand-carried merchandise (MOT = 60) moving by air should be reported using MOT = 40 or air. If the filer should run into problems with Customs and Border Protection, please contact Kim Compton at 703.921.7466.

How should a used vehicle be filed if the required vehicle information is not accepted in AES (response message 596)?

We are experiencing a temporary glitch with AES vehicle transmissions. Until further notice please follow the instructions below:

If a shipment receives fatal error 596 (Vehicle Info Not Allowed for SCHED B/HTS) please first verify the schedule B number is appropriate for a used vehicle (for example the Schedule B or HTS classification description does not specify "NEW"). If the classification is correct and the error persists, submit the AES transaction without the vehicle information and supply the port with the needed documents until this issue is resolved. In AESDirect or AESPClink select "NO" for used vehicles in the line item or commodity section.

The Entry Field requires 11 digits but certain import entry numbers are only 9 digits, how should these entry numbers be filed?
If you are submitting a 9 digit entry number, please add 00 to the end of the 9 digit entry number.
Before I could enter the SC3 line with no information, now I am receiving a fatal error - why is this and where is the change noted in the AESTIR?
The requirements for the SC3 line have changed. It is now required to have at least one of the fields in order to submit the SC3 line. See note 1 in the AESTIR Part II, Section 1 (a) 1a-16, Transportation Detail (Input SC3 Record).
How is the information for Puerto Rico and the Virgin Islands to be submitted in the NO3 record?
US is the country and PR or VI is the State FOR ALL NO3 records.
What is required for Other Partnership Agency (OPA) Licenses?
For any shipments using the OPA you want to submit the license number (if you have one) or the exemption code. If the license has neither of these, submit "OPA" in license number section. There is no field for exemption date so you will not need to submit this information.
