I have up to four days after departure to file my SED. Why does AES require pre-departure filing?

By regulation (15 CFR, Sec. 30.12) SED's must be submitted by the shipper to the carrier PRIOR TO DEPARTURE. The carrier has four days to submit the manifest and the SED. The exporter has always been obligated to submit the SED PRIOR to departure. Because of informed/enforced compliance, carriers and exporters are becoming more aware of their legally mandated obligations. AES requires pre-departure information with respect to this regulation.
