Does AES require a lot more data elements from the exporter or their agents than the paper form?

NO. Most conventional export shipments require about 20 elements. There are other conditional data elements, which are required at various times for various licensed shipments. However, the only export that would come close to being required to supply most of the 72 possible elements would be a used car powered by a nuclear reactor and containing a Cray super-computer, which would transit two countries on its way to a final buyer in Libya.
