Isn't AES
really about seizures, costly examinations, cargo delays, etc.??
AES was not designed as an enforcement system. It is simply
an electronic tool that will support the enforcement system
already in place. It is a mechanism to bring the export process
into the 21st century. Electronic submissions will replace paper.
Seizures, penalties, bond issues, cargo examinations and potential
delays occur in today's paper world. AES will not precipitate
increases. On the contrary, unnecessary detentions and cargo
delays will be avoided when information is available pre-departure
for inspectors to make informed decisions regarding examinations.
This information will allow inspectors to separate those shipments
of "higher risk" from many others, thereby decreasing the chance
of delay for a low risk shipment.
