When can a freight forwarder be listed as the USPPI on the SED/AES record?

A freight forwarder can be listed as the USPPI when the freight forwarder enters merchandise into the U.S. on behalf of the foreign importer of record, when the merchandise is enter into the country on a carnet, or when the freight forwarder is acting as an order party.
