In Item 1b a new line 1 is added to indicate that an SED is not required for exports from the United States to Canada (unless a license is required). The U.S. Possessions List is revised to delete references to the Federated States of Micronesia, Marshall Islands, and Palau. They are not U.S. Possessions and a SED or AES record is required for exports to those countries.
