1.	The term "wrapper tobacco" as used in this chapter means                                         
	that quality of leaf tobacco which has the requisite color,                                        
	texture and burn, and is of sufficient size for cigar                                              
	wrappers, and the term "filler tobacco" means all other                                            
	leaf tobacco.
