     The heading does not apply to:                                                                                                                                                                     
                                                                                                                                                                                                        
     (a). Licorice extract containing more than 10 percent by                                                                                                                                           
	  weight of sucrose or put up as confectionery (heading                                                                                                                                                
	  1704);                                                                                                                                                                                               
                                                                                                                                                                                                        
     (b).      (c).
