Boundary and Annexation Survey (BAS)
Informational and Tutorial Videos

Note: The BAS program has changed and evolved over the past few years. As a result, some of the tools and concepts mentioned in the BAS videos have unfortunately become out of date. However, much of the content and concepts do remain the same, and we encourage you to watch the videos. While viewing the tutorial videos please pay attention to the following references as these thing have changed:

  1. MAF/TIGER Partnership Software (MTPS) - The MTPS has been replaced by the Geographic Update Partnership Software (GUPS). For more information on the GUPS please visit the BAS Response Methods page.
  2. We no longer sent the Paper BAS Contact Update/Annual Response (AR) Form and No Change Postcard - BAS participants can update the BAS form and submit a no change response via the online BAS Annual Response Form.
  3. BAS Respondent Guides - For digital participants, BAS respondent guides are no longer provided on a data DVD. Paper participants will continue receive a Paper BAS Respondent Guide with their BAS package, and GUPS participants can find the GUPS Respondent Guide on their software installer DVD. In addition, all respondent guides can be found on the BAS website.
  4. Send A File Utility - The Census Bureau no longer uses the Send A File Utility FTP site. All digital BAS submissions must be submitted via the Secure Web Incoming Module (SWIM). No other methods or protocols (e.g. email or FTP) are allowed because of Census Bureau IT security policy. To get a SWIM token, you must respond online. An email will be sent to the BAS contact five days after you complete the form. For additional information please refer to the BAS respondent guides.
