Fred Broome, SCDD chairperson, opened the meeting. After introductions,
the following topics were reported on:

Mr. Broome announced that Daniel Karlson (Census) will be stepping down
from his position with the SCDD. Mr. Karlson has accepted a new job
with the National Oceanic and Atmospheric Administration Corps of Commissioned
Officers and will no longer be able to participate with the SCDD.
The Subcommittee extended their best wishes to Mr. Karlson.

Mr. Broome summarized agenda items from the December 1, 1998 FGDC Coordination
Group meeting:

It was announced that Mr. John Moeller has assumed responsibility as coordinator
of the FGDC Coordination Group in addition to his duties as Staff Director
of the FGDC.

Results of a Global Spatial Information Survey were announced at meeting.
The survey sought information from appox. 30 nation about their Spatial
Data Infrastructure. Survey indicated that most Infrastructures were
set up similar to the model established by the FGDC. 80% of nations
were using metadata with 70% creating their own Clearinghouses. 60%
are developing the Framework necessary for their Spatial Data Infrastructures
and 85% of the nations indicated that their participation in Standards
(especially with the International Standards Organization) were very important
for their own Spatial Data Infrastuctures.

The FGDC announced that a Memorandum of Understanding to form a partnerhip
in developing and implementing the National Vegetation Classification Standards
-
Katie Ryan (NPS) reported on the Cultural Resources Working Group (CRWG).
CRWG's first meeting will be held on January 7th, 1998. At this meeting,
they will be electing a chair for the upcoming year, developing a work
plan, and discussing the scope of the CRWG and its charter. Although
a meeting room and time have not been identified, an announcement will
be made soon.

Mr. Broome reported on the status of the Governmental Unit Boundary Data
Content Standard. Work on the standard slowed this summer and currently
there is no completion date set. The standard will be briefed in
further detail by the next SCDD meeting.

Mr. Karlson reported on the Metadata Profile for Geospatially Referenced
Cultural and Demographic Data. The Profile is awaiting resolution
of a few outstanding issues to be addressed by the FGDC. Once these
issues have been resolved, the Profile should move forward to Public Review
with no problem.

Valerie Hartung reported and gave a presentation on the Address Data Content
Standard. Ms. Hartung distributed three handouts containing an address
model and definitions that are referenced in the address model. Ms.
Hartung went into detail about the Standard and discussed with the SCDD
the layout of the standard, what impact it will have as a Federal standard,
and the work still necessary to the standard's development. Ms. Hartung
will be meeting with Federal agencies that have address databases to work
with these agencies in the development of the standard. All Federal
agencies that maintain any sort of address database are encouraged to contact
Ms. Hartung. She welcomes any comments and suggestions to the approach
she is taking in writing and editing this standard. Ms. Hartung can

Representatives from the Bureau of Labor Statistics gave a presentation
to the SCDD on their Address Correction Software Project developed for
local area unemployment statistics. The software allows BLS to update
their Address database in an automated fashion by correcting incorrect
addresses and standardizing the address output throught the use of a built-in
parser. Software is expected to greatly increase the efficiency of
correction procedures and thereby creating a more efficient means by which
BLS can meet it's mission.

The next meeting will occur during the month of February, 1999
although a date has not been determined. A meeting location and time
