    Methods of Collection:
  The data phase for the annual survey are made up of three methods to obtain data: mail canvass, Internet collection, and central collection from State sources. In 26 states, all or part of the general purpose finance data for local governments were obtained either through mail questionnaires sent directly to the government or via Internet submissions by the government. Note that all governments that received a mail questionnaire had the option to submit their response via the Internet.

Mail canvass procedures were used to obtain data from special districts governments in states where a central source was not available.

In some cases the data from central sources and mail canvass procedures were incomplete or questionable. If census examiners were unable to obtain corrected data from original sources, they attempted to obtain data from secondary sources.
School district data were collected via cooperative arrangements with state education agencies.
