Ownership Rates

OWNERSHIP RATES BY HOUSEHOLD AND STRUCTURE TYPE Homeownership rates have risen in the latter half of the 20th century, from 55 percent in 1950 to 64 percent in 1990. But, has this been true across the board for all types of housing and households? Let's look at some of these individual types. Homeownership of one-family detached houses had a spectacular jump from 1950 to 1960, a modest increase from 1960 to 1980, and virtually no change from 1980 to 1990. Interestingly, the Northeastern States, where overall owner-occupancy rates have traditionally not been high over the years, show some of the highest rates for one-family detached houses. In fact, 1990 owner-occupancy rates for this housing type are over 90 percent for every State in the Northeast! The only States outside the Northeast with such high 1990 rates are Delaware and Minnesota. For apartments in buildings with 5 or more units, homeownership rates have always been very low. But, even for these, rates have more than doubled from 1950 to 1990. In 1950, no State recorded an owner-occupancy rate in double digits for this housing type; in 1990, ten States could boast homeownership rates topping 10 percent. Florida and Hawaii have the highest rates at 30 percent or more; since these two States have the highest concentration of condominium housing in the nation, this big upswing in apartment ownership is almost certainly due to the large increase in condos over the last three decades. It is peculiar that some States show dramatic (and unknown) swings in apartment ownership from one census to another -- Arkansas and New Mexico are examples. Mobile homes and trailers have, like one-family detached houses, always had very high homeownership rates, although the peak rate was reached in 1960. Since then, rates have dropped and seem to have leveled off. Homeownership rates have lagged among those who live alone. Even here, however, the rates have increased from the low-40 percents in 1950 and 1960 to almost 50 percent in 1990. In 1950, homeownership rates for one-person households were highest in three West North Central States -- Iowa, Kansas, and North Dakota. That trio had been replaced by 1990 by three southern States -- Mississippi, South Carolina, and West Virginia. A lower proportion of recent movers were owners in 1990 than 30 years before. Arizona shows a dramatic drop over the decades in the percentage of recent movers who are owners -- from 42 percent in 1960 to 28 percent in 1990. Recent movers are defined as those who moved into their homes in the 15 months prior to the decennial census. Young householders, those under 35 years of age, have had low homeownership rates in recent years. In fact, rates for this group was at a low in 1990 at a shade under 40 percent. In earlier decades, there was little interest in this group; so, state-level data exist only for 1980 and 1990. Only in Minnesota and West Virginia do more than half of young householders own their own home. This is likely a reflection of the fact that these two States have the highest overall homeownership rates in the nation. Elderly householders (65 years and over), unlike their young counterparts, have enjoyed high owner-occupancy rates in the second half of this century. And, the rate has risen rapidly, from 68 percent in 1970 to 75 percent in 1990. Indiana and Iowa had very high homeownership among their elderly in 1960 at 80 percent each. By 1990, these two States had remained about the same or had a slightly lower rate, but 11 others had reached the 80-percent plateau, topped by Utah at 85 percent. Black households have had lower homeownership rates than the general populace since 1950. However, rates for these households had a major increase from 35 percent in 1950 to 44 percent in 1980. From 1980 to 1990, however, there was a 1-percent decline. Alabama, Mississippi, and South Carolina posted the highest black homeownership rates in 1990, at or near 60 percent. Forty years earlier, Iowa and Kansas had black owner-occupancy rates at or above 60 percent. Yet, in 1990, the homeownership rates for black households in this pair of States had shrunk drastically (39 percent for Iowa and 43 percent for Kansas). In 1990, there were seven States where over half the black households lived in a home they owned; six of these were in the South -- the one exception was Pennsylvania. Hispanic households have had constant or slightly declining owner-occupancy rates since 1970. Like black households, Hispanics have had lower homeownership rates than the general populace. It is interesting to note one exception -- New Mexico where Hispanic owner-occupancy rates have matched or exceeded that of all households from 1970 to 1990. Extremely low homeownership rates for Hispanic households have been the rule in New York (14 percent in 1970, 15 percent in 1980, and 17 percent in 1990).
