- Establishes a Federal Privacy Board. Statistical data, such as census records, are explicitly exempted from the provisions of the privacy act.

- Provides for the transmittal of population data to the states and localities within one year of the decennial census date for use in redrawing congressional and other legislative districts.

- Joint Resolution that the Department of Commerce begin to publish social statistics about persons of Hispanic origin.

- Provides for the transfer of census returns to the National Archives. Mandates that those returns are kept confidential until 72 years after the census to which they pertain.

- Along with providing appropriations for fiscal year 1983, this law also authorizes the Census Bureau to share addresses with the United States Postal Service to improve its address lists.
