Here are some things to consider:
Review the data for your area. If there are few people who indicated a multi-racial background, you may be able to use the race alone tabulations.
However, if there is a significant number of persons who indicated a multi-racial background, your task will be more difficult. And the number you use will depend on your specific application.
The race alone numbers will provide a lower range for calculating a difference between 1990 and 2000.
The race alone or in combination will provide an upper range for doing the calculation.
