The key for RACE is as follows:
	1 = White Alone or in Combination
	2 = Black Alone or in Combination
	3 = American Indian and Alaskan Native Alone or in Combination
	4 = Asian Alone or in Combination
	5 = Native Hawaiian and Other Pacific Islander Alone or in Combination

'In combination' means in combination with one or more other races.  The sum of 
the five race groups adds to more than the total population because individuals 
may report more than one race.
