The Population Estimates Program releases estimates for the commonwealth and municipios of Puerto Rico each year. The reference date for these estimates is July 1. The Census Bureau treats the commonwealth as the statistical equivalent of a state, and the municipio as the statistical equivalent of a county. A municipio is the governmental unit that is the primary legal subdivision of Puerto Rico.
