The state population projection for the target year is equal to the
most recent state population estimate, plus the number of years
between the state census population and the recent state population
estimate, divided by the number of years between the target state
population and the recent states population estimate, times (begin
parenthesis) the recent state population estimate minus the state
census population (end parenthesis).
