L  SXX% k  1.1Census1990StudyofUndeliverableAsAddressedQuestionnaires  l#XXSl# $ t  Duringthe1990Census,theCensusBureauexaminedtheUndeliverableAsAddressed(UAA) ^  questionnaireswhichwerenotsuccessfullyredistributedbythedistrictofficesduringtheUAA J  questionnaireredistributionoperation.Indoingso,a10percentsystematicsampleofthe659 6  palletsofundeliveredquestionnaireswasselected.Fromthe66samplepallets,eightcartonsof "  undeliveredquestionnairesfromeachpalletwereselectedwithequalprobability.Thisresulted  inasampleofsizen=156,697questionnaires.TheUnitedStatesPostalService(USPS)  undeliverabilityreasonwasannotatedonthequestionnairebythepostalcarrier.Thesampleof  undeliveredquestionnaireswassortedbytheUSPSundeliverabilityreason.Oncethe  undeliveredquestionnairesweresortedandbatchedbyUSPSundeliverabilityreason,thebatches n weresentfordataentry.TheCensusBureauestimatedtotals,percents,andsamplingvariances Z foreachoftheUSPSundeliverabilityreasonsbyfinalcensusstatusandtypeofenumeration F area. 2 AnalysisbasedonthesampledrawnfromtheUAAsreturnedtoJeffersonvilleshowedthatthere  Z wereapproximately5,272,000UAAswhichrepresentedabout6percentofthemailoutuniverse. F OverathirdoftheUAAswerelabeled vacantbytheUSPSandalmostaquarteroftheUAAs 2 werelabeled nosuchaddress.Furtheranalysisshowedthat23.7percentoftheUAAswere  givenafinalcensusstatusofoccupied.OftheUAAslabeledas vacant,approximately   20percentweregivenafinalcensusstatusofoccupied(U.S.BureauoftheCensus,1993). T$" Duringquestionnairemailout,clerksatlocalpostofficesdesignatedaddressesthatdidnotmatch @% # toacarrierrouteasUAA.AdditionalquestionnairesweredesignatedasUAAbyindividual ,&|!$ carriers.TheUAAswerereturnedtotheirUSPSSectionalCenterFacility(SCF). The leadLCOsthendistributedUAAworkloadstoneighboringLCOsthatwere t geographicallylinkedtothepreidentifiedZIPcodes.TheUAAsthatdidnotfallintothe ` pre-identifiedZIPcodesforredistributionweresentbacktotheNPCatJeffersonville. L  AftertheLCOsreceivedtheirUAAworkloadsforredistribution,thequestionnaireswere $ t checkedin,sortedintoenumeratorassignments,andthenenumeratorsattemptedtoredistribute  ` thequestionnaires.Notethatifanenumeratorascertainedahousingunitwasvacantthrough  L  observationthenthecorrespondingUAAwasnotdelivered.Alimitationintheoperationalplan  8  wasthelackofaqualitycontrolprocesstoverifyenumeratordeliveryofUAAs.Ifasuccessfully $  deliveredUAAwasmailedbackbytherespondentandreceivedbytheCensusBureaubeforethe    cutforNonresponseFollowup(NRFU)thenthehousingunitwasexcludedfromNRFU.   However,UAAsnotreceivedbeforethe cutforNRFUwereeligibleforNRFU.
