Notice The publicized deadline for formal consideration for this process ended on October 15, 2009. Media vendors who submitted their information on time will be notified by early December of their selection status. Vendors that are interested but did not submit response by October 15th can still submit their questionnaire for consideration should future opportunities become available. However, DraftFCB and the Census Bureau cannot commit to formal consideration of these documents.
Questions about your media property to help determine classification:
Requirements: The following are requirements each media vendor must adhere to in order to be considered to receive business
1. Does your content meet the Content Appropriateness guidelines? The following identifies restricted environments for all Census paid media and value added opportunities:
- Excessive sex or violence
- Anti-U.S. government sentiments or supporting any violent acts toward the government or the American people, including but not limited to terrorism
- Questionable moral or ethical values, particularly dealing with bigotry or prejudice
- Denigration of any cultural group or faith-based communities (imams, ministers, nuns, priests, rabbis, etc.)
- Anticipated controversial programming that cannot be pre-screened (i.e. reality programming)
- Controversial talk formats

Small Businesses
DraftFCB and its partner agencies are committed to providing opportunities to small businesses and will give extra consideration to them. To qualify as a small business, verification will be required of your status. Registration on CCR.gov is the preferred method but for those who may not prefer to use CCR.gov, below are two other options:
- Letter from an officer of the company certifying small business status
- Letter from either a state/city/local organization certifying small business status
Either letter of verification must be in accordance to the size standards and NAICS codes found below (additional codes can be found on the sba.gov/site (Sector 51). Document is titled: U.S. Small Business Administration Table of Small Business Size Standards matched to North American Industry Classification System Codes.

While all submissions will be reviewed and considered, not all submissions can be selected for the paid media plan. If your media property is considered for inclusion, someone will contact you directly for follow up information. If your media property either does not meet the requirements or the planning criteria, you will be notified.
