Enclosed is a Task Statement of Work Request entitled, "Statistical Adminstrative Records Systems Prototype", ITS SOW #39, issued in accordance with the terms and conditions of the Bureau of the Census Contract for your review and response. The task request is within the Studies, Analysis and Documentation Preparation service category.

The Government anticipates the the use of a Time and Materials with fixed price labor rates in accordance with Section B of the contract Firm Fixed Price task order.

Please notify me by Sept. 23, 1999 of your intent to submit a proposal via e-mail to it.services@census.gov. If no response is received, it will be determined that your company will not be submitting a proposal.

Resumes, Technical and Cost Proposals will be submitted electronically via ccmail. Proposals must be received by 2:00 pm, Sept. 27, 1999 via e-mail to it.services@census.gov. Please ensure that your cost proposals and resumes are identified by the sow tracking number and company name. Please see specific proposal instructions in the task statement of work request. For this particular task, there will no oral presentations.

Cost Proposals should be based on fiscal year funding.

Background and Purpose

The mission of the Administrative Records Research Area within the Planning, Research and Evaluation Division (PRED) is to advance through sound methods and research, the Census Bureau's uses of administrative records to produce statistical measures of our nation while reducing cost and respondent burden inherent in direct data collection.

A major component of this mission is the development of a nationwide multi- purpose research database called the Statistical Administrative Records System (STARS). This system combines administrative records from a variety of federal and state government sources and commercial databases with micro-data modeling to produce statistics for housing units and individuals that are comparable to decennial census results.

The development of STARS is a large and complex operation requiring several years of work to create, document, and evaluate.


Expected Outcome

To produce technical programming specifications for use in the development of the initial STARS.


Task Requirement

Contractor shall perform the following activities:

Activity 1 Meet with programmers and subject matter experts to gain understanding of STARS development and to define the scope of documentation required

Activity 2 Develop draft specifications for STARS

Activity 3 Incorporate changes into specifications based on software testing performed by programmers and changes recommended by subject matter experts and programmers.

Activity 4 Develop final specifications for STARS

Activity 5 Develop STARS operations manuals and production documentation

Activity 6 Develop documentation that describes STARS suitable for external audiences


Deliverables

Contractor shall provide technical writing support to assist PRED staff in the completion of the STARS prototype and documentation for external release. The first STARS production cycle shall be complete by September 30, 2000. Deliverables include draft and final specifications, operations manuals, production documentation, and descriptions of the system for external audiences. Deliverables also include monthly reports that will include status on project deliverables and expected completion dates for assigned specifications.

The Census Bureau will provide work space, computers, office supplies and all data files required to perform the tasks.

Skill or Relevant Experience Requirement

Two senior-level technical writers experienced in developing computer system and programming documentation and operations manuals. These persons should also have the ability to lead /facilitate discussions and have experience with Window 95/98 environments and knowledge in COTS software such as Microsoft Office, Corel Office Suite and Adobe Acrobat.


Task Performance Evaluation Criteria (Performance Measures)

Contractor performance will be determined successful if they complete the above deliverables on or before the scheduled due dates and satisfy the following criteria in the performance of the task activities:

  1. All specifications are written in accordance with the STARS design, are concise, logical and easy to read.

  2. All documentation is complete and consistent with the formats specified in the PRED Specifications Handbook.

  3. Project deadlines are met and documentation submitted to task manager upon successful completion.


Evaluation Factors for Award

Proposal will be evaluated in relation to the evaluation factors. The past performance and experience of proposed personnel factor is more important than the source of proposed personnel factor, the source of proposed personnel factor is more important than the technical/management approach factor, and the price factor is less important than the technical/management approach factor.

Offeror shall propose personnel deemed necessary to satisfy the requirements of this task. Offeror will be evaluated based on knowledge and experience of proposed personnel. Proposed personnel will be evaluated on:

It is our belief that this task is suited for the prime 8(a). U. S. Census Bureau prefers that the proposed personnel is from the ITS Contract 8(a) company./P>

Technical/Management Approach

Offeror shall describe their approach to satisfying the task requirements and the performance measurements outlined in this Statement of Work and how their proposed personnel's qualifications meet the skill requirements.

Price

The Contractor shall propose a price that compares favorably to the skill level and work to be performed as described herein.


Proposal Instructions

Technical and Price

The Offeror shall submit the following via e-mail to it.services@census.gov:

  1. Written Technical Proposal consisting of the following:

    1. Overview of the Offeror's approach to meeting task requirements and performance measures,

    2. Overview of the Offeror's ability to manage the task order,

    3. Overview of how proposed personnel's current or past experience relates to this task;

  2. One-page résumé, with two to three references, for each proposed personnel, except ITS Key Personnel, that indicate previous or current skills and experience relevant to the requirements of this task;

  3. One to two writing samples written by proposed personnel; and

  4. Price Proposal.

Additionally, upon the Census Bureau's review and request, the Offeror shall make proposed personnel available for personal interview to be conducted at the Census Bureau.
