Attached is a Task Statement of Work Request entitled, "DSMD Web Development and Maintenance", ITS054, issued in accordance with the terms and conditions of the Bureau of the Census Contract for your review and response. The task request is within the Systems Design and Programming service category.

The Government anticipates the use of a Time and Materials with fixed price labor rates in accordance with Section B of the contract.

Please notify me by January 18, 2000 of your intent to submit a proposal via e-mail to it.services@census.gov. If no response is received, it will be determined that your company will not be submitting a proposal.

Resumes and Cost Proposals will be submitted electronically via ccmail no later than 2:00 pm, January 28, 2000, via e-mail to it.services@census.gov. Please ensure that your resumes and cost proposals are identified by the task order number and company name. Please see specific instructions in the task statement of work request.

Technical Proposals will be done by Oral Presentations are tentatively scheduled for February 3, 4 and 7, 2000. Your specific date and time will be scheduled after January 19, 2000.

Cost Proposals should be based on fiscal year funding.

Funding Strategy: Funds for this task are available and will be obligated in full for FY2000. FY2001 funds will be obligated in full on October 1, 2000, if funds are available.


Background and Purpose

The Demographic Statistical Methods Division (DSMD) ensures the quality and efficiency of the Census Bureau's demographic sample survey processes for their customers. The customers are survey sponsors for reimbursable surveys and in-house managers for Census Bureau-sponsored surveys. The duties, mathematical statistical in nature, include designing and selecting samples, developing weighting specifications and variance methodologies, developing procedures and controls necessary to carry out the sample selection, ensuring the quality and efficiency of the collection and tabulation of the survey data, and being consultants to others.

The purpose of this task is to obtain technical support to redesign, enhance and maintain DSMD's current Intranet site. The DSMD web site is used to provide its employees and customers with a variety of its products and services. Some of the products and services contained on the web site are research papers, procedures, administrative documents, forms, links to other web sites, lookup and search utilities to our data sets, and computer support documentation.


Expected Outcome

Complete redesign of DSMD's existing Intranet site, add new capabilities, and to provide ongoing maintenance.


Task Requirement

The task requirement is to obtain technical support to redesign, enhance and maintain the current Intranet site. The estimated annual person hours are 2080, based on a 40-hour work week.

Computer programs will be developed, tested and debugged on Windows PC workstations. The web pages will reside on both a SUN Solaris Unix Server and Windows NT server. This task also requires program design from subject matter specifications.

This task will require the use of software tools (see the section titled "Skills and Relevant Experience Requirement" for details) for site design, coding and testing. The Contractor shall designate personnel as key personnel, subject section H.6 of the ITS Contract.

The Contractor shall perform the following activities, adhering to branch, division and bureau programming and documentation standards and following the recently released Census Bureau corporate look and feel:

Activity 1

Initially, the Contractor shall participate in the system redesign of the current Intranet site. A redesign of the current Intranet site will require the contractor to design and development of several prototypes. Prototypes will be evaluated on customer ease of use, functionality, quantity and complexity of required code, and ease of maintenance. The Contractor shall also document the initial program flow according to the DSMD's requirements and specifications. The Contractor shall make modifications based on the results of the prototypes. The Contractor shall document the final design and provide demonstrations to DSMD staff members. The final design must be able to accommodate new functionality defined after the redesign of the current Intranet site.

Activity 2

The Contractor shall develop, test, debug and release code according to the specifications.

Activity 3

The Contractor shall provide troubleshooting support for all programs and documentation associated to the DSMD web site. The Contractor shall be responsible for correcting currently existing programs and well as programs developed by the contractor. The Contractor will be available to answer questions from DSMD staff through personal visitation and phone support.

Activity 4

The Contractor shall incorporate additional modules such as an Intranet search utility, collection of web statistics, and web-based interfaces to databases.

Activity 5

The Contractor shall transfer knowledge about programs developed and written to Census Bureau staff. Transfer of knowledge will take place through writing and maintaining up-to-date documentation, meeting on a regular bases with the Census Task Manager and a DSMD web development team member to discuss new capabilities, educating DSMD staff on different capabilities of the Internet, saving program source code, and creating complete backups of all components of the web site.


Deliverables

The Contractor shall provide the following deliverables:

  1. Source code, developed or modified, for the program(s) that support the redesigned DSMD Intranet web site when requested or upon completion of individual tasks.

  2. Source code, developed or modified, to link to Open Database Connectivity (ODBC) compliant databases from the DSMD Intranet web site when requested or upon completion of individual tasks.

  3. Several prototypes of the redesigned Intranet web site for evaluation purposes.

  4. Documentation:

    • A plan for implementing the redesigned Intranet web site.
    • Documented source code.
    • Documented test procedures.
    • Ongoing graphical representation of the site and associated links.

  5. An Intranet search utility (either a new utility or by adapting/altering existing code).

  6. A weekly Progress Report (due each Friday) that includes a summary of accomplishments by task, problems and questions encountered and solutions implemented, all deliverables provided to the Government. A proposed list of tasks to be performed during the following week.


Milestone Schedule

Initially, the schedule for each program source code will be provided by the Task Manager on a month-to-month basis. They will present the Contractor with a final task schedule once all programming activities have been identified and finalized. It is expected that programming activities will be identified and completed on a monthly basis.


Government-Furnished Equipment or Data

The DSMD will provide complete documentation of the current Web site. The DSMD will make available current program code and associated documentation for purposes of assisting the Contractor in troubleshooting problems. The Government will provide access to information, documents, equipment and personnel as required by the Contractor to fulfill this Statement of Work. The U.S. Census Bureau will provide the necessary office space, telephone, and computer equipment for the task.

The Contractor will be provided a work area with a PC that provides access to the appropriate computers and software systems/applications. The Contractor will be provided access to all appropriate information, i.e., system/application documentation and/or personnel as required by the Contract to fulfill this Statement of Work.

Skill or Relevant Experience Requirement

Computer/Programmer Analyst with experience in Internet/Intranet web development. The Contractor must be able to work independently on the projects assigned, work well in a team environment, and have good verbal and written communication skills.

Evaluation Factors for Award

Proposals will be evaluated in relation to the evaluation factors. The past performance and experience factor is more important than the technical/management approach factor, and the price factor is less important than the technical/management approach factor.

Past Performance and Experience of Proposed Personnel

Offeror shall propose personnel deemed necessary to satisfy the requirements of this Task. Offeror will be evaluated based on the knowledge and experience of the proposed personnel. Proposed personnel will be evaluated based on the following, all considered equally important:

Technical/Management Approach

Offeror shall propose a technical/management approach to satisfy the requirements of this Task. Offeror will be evaluated on their approach to meeting the requirements and satisfying the performance measurements outlined in this SOW and how their proposed personnel's qualifications meet the requisite skill and experience requirements. In addition, Offeror will be evaluated on their plan and approach for management of this task.

Price

Offeror shall propose a price that satisfies the requirements of this Task. Offeror will be evaluated on how favorably their proposed price compares to the skill level and work to be performed as described herein.


Proposal Instructions

Technical

The Technical Proposal shall be presented by oral presentation. Each Offeror shall conduct a 30 minute oral presentation addressing the following material:

  1. Overview of the Offeror's company and its experience to date under the ITS Contract;
  2. Overview of the Offeror's experience with designing, coding, testing, and maintaining web site development programming activities;

  3. Overview of the Offeror's approach to meeting task requirements and performance measures; and

  4. Overview of how the Offeror will manage the task order.

The overview will be followed by a short presentation by and interview of each proposed personnel lasting no more than thirty minutes. Proposed personnel shall explain how their current or past experience relates to this task.

Offeror shall provide five (5) paper copy sets of the oral presentation slides to the Census Bureau before conducting the oral presentation.

Offeror shall provide the résumé for each proposed personnel. Each résumé shall indicate previous or current experience in performing web development and maintenance, and identify the accessible URLs of web sites proposed personnel have developed. Offeror shall provide proposed personnel résumés via e-mail to it.services@census.gov.

Price

Offeror shall provide the Price Proposal via e-mail to it.services@census.gov.
