Welcome to the U.S. Census Bureau's Field Data Collection Automation (FDCA) website!
This website provides current information on the FDCA program, related activities, and acquisitions. It also features an extensive library of documents concerning the Census Bureau's field data collection efforts during the 2000 Decennial Census, and many of our planning documents for the 2010 Decennial Census.
The goal of the FDCA program is to facilitate and support our field staff's collection of high quality census data in an efficient and cost-effective manner. The Census Bureau must accomplish these data collection activities through the deployment and operation of IT systems that meet stringent performance, timing, security and confidentiality requirements for the 2010 Census. These systems will support the data collection activities of Census Bureau enumerators and local census offices during both the 2008 dress rehearsal and the 2010 Decennial Census. During the 2010 Census the FDCA system will support 450+ temporary offices, and a peak staff of approximately 500,000 enumerators.

PRE-SOLICITATION NOTICE
The FDCA Project Management Office (PMO) has issued a pre-solicitation notice pertaining to the advisory multi-step process to be conducted prior to issuance of the formal Request for Proposal (RFP). Interested Prime Systems Integrators (PSIs) are advised to review and respond to the request for mini-proposals found HERE (Word / 77 kb).
DRAFT RFP
A draft of RFP Sections C, J, L, and M have been posted. Vendors are invited to submit comments and questions pertaining to these sections by May 16, 2005. These comments and questions will be posted anonymously on this website, along with the FDCA PMO's responses, by mid June, 2005. Similar questions about the same topic will be combined and provided with one response.
REQUEST FOR COMMENTS - SECTION B
Prior to release of Section B - Supplies or Services and Prices/Costs - the Census Bureau requests industry's suggestions about the pricing structure for the FDCA contract after their review of the draft requirements. Please send your suggestions for consideration by the FDCA PMO.
REQUEST FOR FUNDING ESTIMATE FROM INDUSTRY
For budget estimation purposes ONLY, the FDCA PMO requests that vendors provide a high level Rough Order of Magnitude cost estimate based upon the requirements stated in Section C of the draft RFP. These estimates will only be used for budget estimating purposes and will not be used as part of the evaluation during the voluntary down-select phase or any subsequent RFP submission. Estimates should address the entire FDCA lifecycle, and be provided by Government fiscal year (October 1 through September 30), based upon an award in April 2006. These estimates should be sent by May 12, 2005.
