The 2004 test was conducted in two locations: Thomas, Colquitt and Tift counties in south central Georgia and northwest Queens, New York. Background information related to the 2004 test is available on the FDCA Document Library (http://www.census.gov/procur/www/fdca/library.html).

The Census Bureau is providing the information below for purposes of communicating background information about the Census Bureau's approach to the 2004 test. The Census Bureau is not providing this information with the intent to specify a particular design approach for the 2010 census. Also, where available, we also are providing updated information, such as plans for the 2006 test, which reflect lessons learned from the 2004 test.

Aside from the source code used in development, MS Word, MS Visio, MS Project, Corel Word Perfect, and Acrobat Reader will be needed in order to view the documentation provided below.

The Census Bureau will NOT provide licenses for the various software packages required to review the information.
