Copies of the memorandum will be generated from the Acquisition Division to the Task Manager, with copies provided to the Contracting Officer, Linda Catterton, Karen Daniels, and Corretta Buster.
The proposed wording for the transmittal email follows:
Attached to this email is a memorandum appointing you the Task Manager for Purchase Order #(Insert Number) with (Name of Contractor). The version and version date of the memorandum are Version 1.0, dated May 23, 2001. Described in the memorandum are your responsibilities, what you may and may not do as a task manager, directions for the approval of invoices, receipt of deliverables, security requirements to be met prior to contractor personnel being granted access to government facilities, and the term of your appointment. Once you have read and fully understand the contents of the memorandum, please acknowledge in writing its receipt and your acceptance of the duties, responsibilities, and limitations described in the memorandum.
The memorandum need not be returned to this office, and your acknowledgement of the memorandum shall be provided via e-mail. This acknowledgement of the memorandum will include the statement "I have received, reviewed and understand the contents of the memorandum appointing me the Task Manager for Purchase Order #(Insert Number) (Name of Contractor)".
In addition to the Contracting Officer receiving your acknowledgement, copies are to be sent to Linda Catterton and Karen Daniels at the Acquisition Division (ACQ) and Coretta Buster at Finance.
It should be noted that Task Manager (TM) training is required for anyone who will manage purchase orders in the $25,000 - $100,000 range, and Contracting Officer Technical Representative (COTR) training for anyone who will manage purchase orders above $100,000. Please contract Karen Daniels at 301/457-2835 to ensure a record of the required training is on file and to schedule any necessary training.
