In the wave 4 topical module of the 2008 SIPP panel two questions were asked regarding the possible receipt (ESTIMYN) and use (ESTIMUSE) of the 2009 economic stimulus payments. In early 2009, the Congress approved and the President signed the American Recovery and Reinvestment Act. As a result of this legislation, in May or June 2009 many people who receive benefit payments from social security, federal and/or state Supplemental Security Income (SSI), the Department of Veterans' Affairs (VA), or Railroad Retirement also received a one time stimulus payment of $250. During post collection processing of the wave 4 topical module data an error in the instrument's universe for the receipt question of the stimulus payment was uncovered. In the field, the Economic Stimulus questions were only asked of individuals that received benefit payments from social security, state Supplemental Security Income (SSI), or Railroad retirement. In rotation four of wave 4, the instrument universe for the receipt of the 2009 economic stimulus payment was corrected to include individuals that received benefit payments from the Department of Veterans' Affairs, but not those who received only federal SSI benefits. In post collection data processing the correct universe was used and this resulted in a higher that expected imputation rate for ESTIMYN and ESTIMUSE because of the inclusion of individuals who received only federal SSI payments as well as those that received VA benefits in rotations 1, 2, and 3.
