Stefanie Stud​still, Diversity & Inclusion Officer

Stefanie Studstill is the Census Bureau's Diversity & Inclusion Officer. In this role, she focuses on developing and implementing strategic data driven approaches to improve organizational inclusion and employee engagement as it pertains to diversity and inclusion. She also provides guidance and assistance to the Diversity Council. Prior to joining the Bureau, Stefanie served as the Director for the Office of Employee Engagement, Diversity & Inclusion with the United States Department of Veterans Affairs, Veterans Benefits Administration. She is a highly regarded civil rights/diversity & inclusion practitioner. Stefanie has also been a certified conflict management facilitator/mediator since 2005. She works diligently to lead transformational change, and empower employees to support the mission of the Bureau. Stefanie's interests include spending time with loved ones, reading, traveling, cooking and kickboxing.

Serena Watters, Diversity & Inclusion Program Coordinator

Serena Watters works in the Diversity and Inclusion Office as a Program Coordinator. In her role she supports initiatives that enhance organization effectiveness as it relates to diversity and inclusion. Her experience includes working in Human Resources as a generalist in the private and public sector. As an HR professional, her work has connected to developing and enhancing diversity and inclusion programs and initiatives to support the mission of the organization. In her spare time, she enjoys gardening , traveling, crafts, and making positive impacts in the lives of others. She serves her community by serving on the board of her neighborhood association and the boar​d of the Parking Authority of Baltimore City. he also performs service work in underprivileged countries and has served in this capacity in Guatemala and Haiti. She is a certified Myers-Briggs coach and has a Master's degree in Organization Development from Johns Hopkins University.

Robbie Houser, Diversity & Inclusion Program Specialist​

Robbie Houser is a Program Specialist in the Census Bureau's Diversity & Inclusion Office, where he focuses on making positive impacts on the workplace environment. In this role, he uses data to determine opportunities for improvement within the Bureau and partners with stakeholders across the Bureau to increase inclusion in the workplace.

He also provides guidance and assistance to the Diversity & Inclusion Council and Census Affinity Groups. Prior to Census, Robbie worked as a Life Insurance & Retirement Planning Specialist with State Farm Insurance. Robbie lives in Chesapeake Beach, MD with his wife, Barbara, and children, Carsen and Kayla.​

Kiana Atkins, Diversity & Inclusion Program Analyst

Kiana Atkins is a Program Analyst for the Census Bureau’s Diversity & Inclusion Office. In this role, she will focus on reporting quantitative and qualitative data analytics that will hone in and target areas that are pertinent to diversity and inclusion. Prior to Census, Kiana worked for the Office of Naval Intelligence as a Business Specialist where she analyzed and evaluated business trends, providing insight to changes in the programs mission, operating procedures, and the Non-Appropriated Fund Instrumentality (NAFI) program budget and contracting analyst.

Kiana is a native Washingtonian currently completing her Bachelor’s degree in Business Analytics at American Public University. She is a lover of mindfulness and all things inspirational. Her son recently joined the Air Force and she is truly a proud AF mom.
