Address Canvassing Test

  • A lessons learned session took place on January 5, 2017. During this session, stakeholders from all regions of the Address Canvassing Test supplied areas of the operation where improvement was needed and practices that were a success.

2017 Census Test

  • Staff finalized the revisions to the 2017 Census Test Plan as necessitated by the changes in scope.
  • Staff conducted the Release C Part 2 Test Readiness Review for Self-Response and Census Questionnaire Assistance.
  • Staff conducted the Release C Part 1 Production Readiness Review for Printing and Mailing/Workload. Printing and Mailing/Workload was also released to Go-Live.
  • Call agent supervisor training (“train the trainer operations”) began in support of staffing and training the call agents.
  • Finalized all mail materials that require an Office of Management and Budget (OMB) approval number.
  • Created print files for all mail materials.
  • Conduct the Operational Readiness Review (ORR) for Release C Part 1 (self-response functionality) for printing and mailing and for Release C Part 2 (Self-Response and CQA).

2018 End-to-End Census Test

  • Completed selection and onboarding for Recruiting Assistants (RA) and Partnership Assistants (PA) in all three 2018 End-to-End Census Test locations.
  • Submitted OMB (Paperwork Reduction Act) Clearance Package for Address Canvassing to Department of Commerce on January 4, 2017. The 30-day Federal Register Notice was posted on January 10, 2017.

2020 Census Operations

  • In support of the Systems Engineering and Integration (SE&I) operation, staff completed the transition of responsibility for creating and maintaining the demand models, planning system scalability, planning performance and scalability testing, and updating the SE&I documents to the 2020 Census Technical Integrator.
  • The Technical Integrator (TI) delivered version 3 of the Integration and Implementation Plan.
  • The Local Update of Census Addresses (LUCA) IPT completed Geographic Partnership Support Desk (GPSD) training for Regional Office Geographers, held on January 19, 2017, and National Processing Center (NPC) staff, held on January 23, 2017.
  • Completed printing and shipping of LUCA Advance Notice materials to tribal, state, and local governments. Completed LUCA website with Advance Notice links and documents. Added to the website were the following links: LUCA map examples, block count lists, geocoder tool, and the LUCA Information Guide.
  • With respect to Address Canvassing, as of January 31, 2017, 72.2 percent of the blocks were classified as Passive, 16.5 percent were classified as Active, and 11.3 percent were classified as On-Hold.
  • With respect to Address Canvassing, as of January 31, 2017, 68.0 percent of the blocks that have been completed through Active Block Resolution (ABR) were classified as Resolved, 24.3 percent were classified as sent to field, 0.3 percent were classified as needing additional group quarters research and 7.4 percent were classified as On-Hold.
  • The Redistricting Data Program (RDP) completed two 2020 Census RDP kickoff meetings in Providence, Rhode Island, and Lansing, Michigan, bringing the total number of states visited to 25. These visits provide the states an opportunity to ensure the Census Bureau captures their needs in regards to useful census redistricting data as required by Public Law (P.L.) 94-171. The visits also provide the states an opportunity to learn about the 2020 Census Redistricting Data Program, 2020 Census planning, and upcoming Census Bureau geographic partnership programs. In addition, a joint training with the New York Regional Office was conducted for the Rhode Island town planners and Geographic Information System specialists.
  • The RDP completed delivery of the verification materials to the official RDP liaisons for Phase 1 of the 2020 Census RDP, the Block Boundary Suggestion Project (BBSP). These verification materials included participant guides, software, data DVDs, and a quick start guide. A nationwide training webinar for the liaisons was held on January 19, 2017 to support this verification work.
  • General Services Administration informed Lessor of Lease award for the Chicago Regional Census Center.
  • Released the Request for Information (RFI) for fingerprinting and hiring document collection on January 10, 2017.
  • Released the final decennial Device as a Service (dDaaS) Request for Proposal (RFP) for the 2020 Census. Completed technical exchange meetings with “down selected” vendors for the dDaaS contract. Award planned for March 2, 2017.

  • The Office of Inspector General (OIG) held exit meetings for their audits on the 2016 Address Canvassing Test, and the 2016 Census Test on January 17, 2017.
  • A draft report on the 2016 Census Test OIG audit was issued on January 27, 2017.
  • The GAO held the entrance meeting for a new audit on 2020 Census Lifecycle Costs Estimates Update on January 19, 2017.
  • The OIG held an exit meeting on the Management of Administrative Records and Third Party Data audit on January 27, 2017.
