2017 Census Test

Began the 2017 Census Test on schedule, with the following operations:

  • Conducted the Operational Readiness Review (ORR) for Release C Part 2 (Self-Response, Census Questionnaire Assistance (CQA), and Mailing) on March 16, 2017.
  • Released C software – Self-Response, CQA, Printing/Mailing, and Decennial Response Processing – began production on March 20, 2017.
  • Received Authority to Operate (ATO) for the systems used in call center operations for CQA on March 16, 2017.
  • Gained ATO for 2017 Census Test on March 17, 2017.
  • Launched the Internet Self-Response (ISR) and CQA self-response applications for the 2017 Census Test on March 19, 2017.
  • Opened call centers for operations on schedule, on March 20, 2017.
  • Began Non-ID Processing as part of processing ISR and CQA responses on March 20, 2017.
  • Mailed contact 1 (internet invitations and questionnaires) for the 2017 Census Test on schedule, on March 20, 2017.
  • Fielded bilingual (English and Spanish) questionnaires, instruments, and mailing materials on March 20, 2017.

2018 End-to-End Census Test

  • Submitted OMB Paperwork Reduction Act Presubmission Federal Register Notice for Peak Operations to Department of Commerce on March 24, 2017.
  • Received approval from the Decennial Portfolio Management Governing Board (PMGB)*on the Architecture Transition Plan version 3 on March 3, 2017. The Technical Integrator also delivered an updated version 3 of the 2020 Census Line-of-Business Architecture document. The version incorporates comments received from the Decennial PMGB. Both documents contain the solution architecture for the 2018 End-to-End Census Test (prior to the changes announced at the January 27, 2017 Program Management Review).
  • Received 2020 PMGB and Executive Steering Committee approval for a pilot testing the use of Postal Carriers as Census Enumerators during the 2018 End-to-End Census Test on March 8, 2017.

2020 Census Operations

  • Completed pre-briefings, congressional briefings, and release of the Subjects Planned for the 2020 Census and the American Community Survey (ACS) documentation. The submission of these subjects to Congress was a major documentation milestone in the 2020 Census content determination process. Title 13 requires that the Census Bureau deliver to Congress subjects proposed for the 2020 Census by March 31, 2017. The Census Bureau delivered to Congress the subjects proposed for the 2020 Census on March 28, 2017.
  • Held the 2020 Critical Business Review (CBR)/Project Baseline Review (PBR) – the first formal step that begins the 2020 Systems Engineering and Integration (SE&I) effort – on March 9, 2017.
  • Developed Geographic Area Analysis and Delineation System (GAADS) for the National 2017 Type of Enumeration Area (TEA) delineation.
  • Participated in 20 Local Update of Census Addresses (LUCA) events in March 2017.
  • Completed the evaluation and rework of already submitted and in-process files that resulted from the recent reposting of corrected partnership shape files for the official Redistricting Data Program (RDP) liaisons for Phase 1 of the 2020 Census RDP, the Block Boundary Suggestion Project (BBSP). The RDP has begun processing updates from the states and has passed 74 counties to Geography Division for insertion into the Master Address File/Topologically Integrated Geographic Encoding and Referencing system. In addition, the RDP has confirmed 377 counties as having no changes needed.
  • Began working on Regional Census Center (RCC) design in Chicago, Dallas, and Los Angeles offices.
  • Awarded the Decennial Learning Management System (LMS) solution to CRSA; the kickoff with the vendor was held on March 21, 2017.
  • Launched six subject matter-themed Working Groups with United States Postal Service (USPS) and Census Bureau co-chairs. The six working groups are: Policy, Address and Spatial Products/Administrative Records, Optimizing Self-Response, Field and Human Resources, Partnership, and Modeling.

Oversight and Stakeholder Engagement

  • Participated in a forum with the National Association of Latino Elected and Appointed Officials (NALEO) on “Census 2020 and the Latino Community” on March 6, 2017.
  • The Office of Inspector General (OIG) issued the Final Report “2020 Census: 2016 Census Test Indicates the Current Life-Cycle Cost Estimate is Incomplete and Underestimates Nonresponse Followup Costs” on March 16, 2017.
  • Provided agency comments to OIG on Draft Report on Administrative Records, “2020 Census: Census Bureau Needs to Improve Controls over Administrative Records” on March 24, 2017.
  • Submitted the Action Plan in response to the Government Accountability Office (GAO)-17-191 report: “2020 Census Additional Action Could Strengthen Field Data Collection Efforts” to Congress and GAO on March 29, 2017.
  • Participated in the spring Census Scientific Advisory Committee meeting on March 30 – 31, 2017.
