A strong base of research will enable the Census Bureau and its communications contractor, Team Y&R, to develop a campaign that can reach varied audiences with relevant, culturally sensitive, and effective messages to increase self-response rates and decrease differential undercounts. The research program for the 2020 Census will also inform media planning, campaign optimization, and other communications activities to ensure effective, efficient deployment of advertising that promotes prompt response from audiences.
