The Foreign Trade Regulations (FTR) are required under the provisions of Title 13, United States Code (U.S.C.), Chapter 9, section 301. The FTR are located in Title 15, Code of Federal Regulations, Part 30. The FTR contains the regulatory requirements for filing the Shipper’s Export Declaration, or Electronic Export Information (EEI), in the Automated Export System (AES) and is foundation for collecting, compiling, and disseminating export trade statistics for the United States. The EEI collected through the AES also strengthens the U.S. government's ability to prevent the export of certain items to unauthorized destinations or end users, because the AES aids in targeting and identifying suspicious or illegal shipments prior to exportation.
