The U.S. Census Bureau is currently working on a large metadata-consolidation effort in preparation for a new and improved approach to dissemination. Once we complete this re-structure, geographic hierarchies and URL structures across all endpoints under the api.census.gov domain will be harmonized. Additionally, the improved "groups" functionality will allow users to find data based on "concept" (e.g.,https://api.census.gov/data/2017/acs/acs1/examples.html).
We have heard a number of questions and concerns regarding upcoming changes to the Census API. We understand that this new metadata architecture, coupled with maintaining our regular release schedules, requires quick turn-around from both internal and external users. We know the nature of these changes can cause programs that rely on our API to require additional maintenance and we apologize for this inconvenience.
New geography hierarchy matrix is located here:

These changes are assumed to be hardened by October 31st. We appreciate your patience during this time and will continue to inform you of our progress.
