Information Technology Specialist (Product Manager)

The Census Bureau’s Center for Enterprise Dissemination Services Consumer Innovation (CEDSCI) program is focused on improving customer satisfaction and streamlining the internal workflow around dissemination activities. CEDSCI is tasked with establishing an enterprise-wide approach in developing innovative data dissemination tools and capabilities and creating a dissemination platform to meet the growing needs in a world where information is expected to be immediately accessible and easy to find.

Summary

This vacancy is for a 2210 Information Technology Specialist (Product Manager), GS-15 ($148,484 - $176,300) position in CEDSCI. The base salary is before locality adjustment. Locality is determined by location. This is an excepted service appointment for 2 years, initially, and may be extended for an additional 2-years (upon supervisory approval) Appointments may not exceed 4 years. Excepted service appointments do not confer permanent status

If hired for this full-time position, the location will be determined upon selection. You will be expected to temporarily telework to the maximum extent while the headquarters building is being renovated. Once permitted to return to the office building, you will be expected to do so within 30 calendar days of receiving notification. At that time, you may be eligible to continue to telework or work remotely two or more days a pay period consistent with the Census Bureau's flexible telework and remote work policies and approval from your supervisor.

Specialized experience is experience at a level and difficulty at the next lower grade equivalent to the GS-14. Qualified candidates demonstrate experience in developing and revising highly complex and intricate IT policies, practices, products, services, and strategies; applying leading practices in the design, development and delivery of digital products or services; crafting or creating product vision, strategy, or road maps; conveying information regarding Agile Technology Program activities, policies, and goals; leading cross-functional teams using agile methodologies; resolves problems with systems management and complex data manipulation; manage projects through the systems development life cycle. Duties of this position include:  

  • Leading cross-functional teams to deliver user-centered products using agile methodologies and modern software development practices.  
  • Serving as a senior IT expert and authoritative technical consultant to engage with the larger and more complex customer agencies to develop and revise highly complex and intricate IT policies, practices, products, services, and strategies. 
  • Ensuring the IT project is led in a manner consistent with the goals of engagement and with the right team members.  
  • Leading cross functional teams to develop innovative IT services.  
  • Serving as a liaison to program personnel to convey information regarding Agile Technology Program activities, policies, and goals; to clarify procedures; and to interpret directives as needed.
