At the request of the Demographic Surveys Division, staff from the Center for Survey Measurement cognitively pretested the 2013 American Housing Survey Doubling Up Module.
Results of 11 cognitive interviews conducted between July and December, 2012 found that: 1) respondents were not always able to correctly enumerate the people who moved into the home in the last 12 months when asked to do so. In many cases they remembered additional in-movers at later points in the questionnaire; 2) respondents had difficulty answering a question comparing in-movers’ housing costs at their current and previous residences; and 3) questions about people’s inability to pay all of their mortgage payments or utility bills were confusing for respondents, who were unsure whether this referred to late payments or non-payments. A complete list of findings as well as recommendations to address the problems is included in the attached report.
