Investigation into the Use of Alternate Records Sources for Institutional Group Quarters

As detailed in the report, “Agility in Action 2.0: A Snapshot of Enhancements to the American Community Survey” (Census Bureau, 2017), the Census Bureau is investigating ways to reduce the difficulty and length of the American Community Survey (ACS) by using administrative records to supplement survey data.  The research described in this report aims to identify sources of both federal and third-party data that contain information about individuals living in certain types of group quarters, specifically those living in correctional institutions and nursing facilities.  The analysis focuses on the quality and coverage of the data available from the different data sources.  This report is intended as a first phase of the research, with a follow-on phase focused on acquiring the data of interest and linking it to ACS data.
