The Census Bureau measures the size and composition of the poverty population using household surveys. These household surveys include people living in households as well as people living in group quarters. People experiencing homelessness and living on the streets are not included in the poverty universe. However, the American Community Survey (ACS) does include emergency and transitional shelters for people experiencing homelessness as part of the group quarter population surveyed. While these data are collected, the sheltered population experiencing homelessness has not often been studied. This paper has two main purposes. The first is to compare estimates of the sheltered population experiencing homelessness from the 2018-2022 American Community Survey 5-year estimates to other published estimates in order to determine their reasonableness. The second purpose is to examine these estimates of the sheltered population experiencing homelessness by demographic group, labor market characteristics, and state.
