Benjamin Williams is the associate director of the Elections & Redistricting program at the National Conference of State Legislatures (NCSL), the nation’s bipartisan organization serving America’s 50 states, commonwealths, territories, and the District of Columbia. Mr. Williams is a nationally recognized expert on redistricting and the census and has written extensively on both topics at NCSL and in previous roles. His recent work includes a national report summarizing states’ experiences reallocating the data of incarcerated persons for redistricting purposes following the 2020 Census. Mr. Williams has testified dozens of times before state legislatures on redistricting, the census, reapportionment, and federal laws impacting these processes. In addition to redistricting and the census, Mr. Williams leads the program’s work on ethics, campaign finance laws, state partisan composition and electoral politics and supports the team’s election administration portfolio. He is a graduate of the election law program at William & Mary Law School and has a bachelor’s degree from Tulane University, where he majored in international relations and history and minored in Latin American Studies. Mr. Williams is admitted to practice law in the state of Colorado.
