2020 Census Topic Report: Potential Quality Impact of the COVID-19 Pandemic

There were numerous changes made to the 2020 Census operations in response to the COVID-19 pandemic. This document highlights the most significant changes stemming directly from the pandemic, rather than from natural disasters or litigation that also impacted how the operations unfolded. It is difficult to disentangle the effects in some places as some changes may have had multiple causes.

Please note, this document is not intended to make statements on the exact level of quality or accuracy of 2020 Census data. Attributing a specific level of data quality impact to a specific operational change or factor is not feasible. This paper does not include numerical assessments of data quality impacts attributable to operational changes made in reaction to the COVID-19 pandemic. It does, however, identify potential risks to data quality arising from COVID-19 and the steps that the Census Bureau took to mitigate those risks.
