Introduction

Disclosure risk is a complex and evolving concern among statistical agencies. Increasing online access to statistical data is creating new demands by the public for more detailed data at multiple user-defined small area geographies. Since statistical agencies must mediate between the right of society to information (public good) and the right of individuals to privacy, these requests must continually be weighed against concerns of confidentiality.
