Immediately prior to the CIO role, Studds served as chief of the Application Development and Services Division, overseeing the development and management of enterprise IT systems supporting data collection, field operations, human resources, facilities, financial systems, Census Bureau websites, employee collaboration, and other IT support services. He also supported the modernization of enterprise data collection and management through the Data Ingest and Collection for the Enterprise and the Enterprise Data Lake initiatives.

Previously, Studds led other major initiatives including establishing the enterprise-wide Centurion Internet data collection system, significantly expanding the agency’s digital data collection capabilities including those for the American Community Survey, Principal Federal Economic Indicators, the Economic Census, the Census of Governments, and providing data collection services to other Federal agencies. His leadership was crucial in the design, development and operation of the Primus system used for the 2020 Census Internet Self-Response operation. He also previously directed statistical program areas such as the Federal Financial Programs that included the Consolidated Federal Funds Report, the Federal Aid to States Report, and the Federal Audit Clearinghouse as executive agent for the Office of Management and Budget.

Studds has a B.S. in Finance and Business Management from the University of Maryland.
